MINNEAPOLIMEDIA NEWS | Anoka County Approves $3.14 Million Clean-Energy Assessment for Coon Rapids Property

ANOKA, MN (August 28, 2026) The Anoka County Board has approved a $3.14 million special assessment allowing the owner of a Coon Rapids commercial property to finance energy-efficiency and water-conservation improvements.

Commissioners adopted the assessment August 25 through the Property Assessed Clean Energy program, commonly known as PACE.

The property is owned by Landco Investments of Coon Rapids LLC, also identified in county documents as Coventry Properties of Coon Rapids LLC. It is listed under parcel identification number 25-31-24-32-0025.

Planned improvements include the purchase and installation of high-performance wall and roof insulation, energy-efficient windows, upgraded heating, ventilation and air-conditioning systems, LED lighting, smart building controls and water-saving fixtures.

The $3.14 million assessment will have a 28-year term with an interest rate not to exceed 9.63 percent. Collection is scheduled to begin January 1, 2028.

Anoka County joined the Saint Paul Port Authority’s PACE program through a joint-powers agreement in 2019.

The financing structure allows qualifying commercial property owners to borrow money for eligible energy improvements and repay the loan through a special assessment attached to the property.

Under the resolution, the assessment will be placed on the county’s tax rolls and become a lien against the property. Anoka County will collect the payments and remit the money to the Saint Paul Port Authority for repayment of the clean-energy loan.

The financing is attached to the property rather than being treated as a conventional unsecured business loan. The county is responsible for collecting the assessment but is not identified in the resolution as the source of the $3.14 million in project financing.

County records did not include an anticipated construction schedule or projected annual energy and water savings.
