MINNEAPOLIMEDIA NEWS | Minneapolis Teacher Files Federal Claim Over ICE Detention Outside Roosevelt High School
MINNEAPOLIS, MN (September 30, 2026). A Minneapolis teacher has initiated a legal claim against the federal government after immigration agents tackled and detained him outside Roosevelt High School before releasing him without criminal charges.
Quentin Williams filed a federal administrative tort claim Tuesday through attorneys with the MacArthur Justice Center. Filing the claim is a procedural step that could lead to a civil lawsuit if the dispute is not resolved.
The encounter occurred January 7 while federal agents were positioned outside Roosevelt High School during student dismissal. The incident happened hours after an immigration agent shot and killed Renee Good during a separate encounter.
Surveillance footage shows Williams approaching federal personnel before an agent brought him to the ground. Williams said an agent pressed a knee into his back before officers placed him in handcuffs.
Agents transported Williams to the Whipple Federal Building, where he was detained for approximately four hours. He was released without being charged.
Williams said federal personnel confiscated his belongings, including a necklace containing some of his mother’s ashes.
Weeks after his release, Attorney General Pam Bondi and federal government social-media accounts reportedly published Williams’ booking photograph and described him as a violent anti-ICE anarchist.
Williams disputes that description. His attorneys are seeking correction of the government’s public statements and financial accountability for his detention and alleged injuries.
The Department of Justice and Department of Homeland Security had not issued a detailed public response to the claim as of Tuesday evening.
An administrative tort claim does not establish that the government violated the law. It formally notifies the federal government of the allegations and gives the responsible agency an opportunity to review or resolve them before a lawsuit may proceed.
