Police began investigating Gabriel Luthor and Elizabeth Brown for sex trafficking but ultimately indicted the couple for wire fraud and conspiracy.
ighbors say Gabriel Luthor, 39, and his girlfriend Elizabeth Brown, 42, threw wild parties that seemed straight out of a movie.
"One party there were at least 200 people," said Sue Donkersgoed, who lives across the street and is nicknamed "the neighborhood mayor."
After multiple neighbor complaints, a six-year investigation that included a 2023 raid of the Welters Way house reported in the Eden Prairie News has finally resulted in an indictment, charging Luthor and Brown with running a fraud scheme.
The indictment says their business, Golden Victory Medical, offered "neurofeedback therapy" and other medical services and overbilled Medicare, Medicaid, and private insurers to the tune of $15 million.
Brown, the founder and face of Golden Victory Medical, at one point claimed to serve 451 patients a day, according to one search warrant.
The indictment says at least three other girlfriends – who lived with the couple and who aren't charged – helped the couple carry out the scheme, but that only Luther and Brown profited.
"The whole thing, you couldn't make it up," Donkersgoed said, adding that she was not surprised by the charges.
Neighbors saw Luthor and Brown driving extravagant cars, all paid for, according to court documents, with the fraud money.
A breakdown of spending put together by federal authorities says in just one month Luther spent $99,000 at Minneapolis strip clubs, $32,000 at Minneapolis restaurants, and $5,000 sent to various women on Tinder.
Luthor has a criminal history that includes credit card fraud when his name was Gabriel Langford. In 2019, a Hennepin County judge allowed him to legally change his name to Gabriel Luthor, after he swore to the judge his criminal history inaccurately reflected on his character.
"These incidents occurred more than ten years ago and I have no other criminal history (other than minor moving violations). I do not believe that this criminal history accurately reflects the person that am today," Luther wrote. "While I genuinely believed at the time that I was not committing crime, I am remorseful for my conduct and have served my punishment to its full extent."
Brown and Luthor were arrested in Las Vegas and released on bond. They are scheduled to appear in court in Minnesota on April 30.
Brown hung up when reached by KARE 11 News for comment.
