Anoka County Secures $100,000 State Grant to Support At-Risk Youth

Anoka County, MN – August 28, 2025

Anoka County has been awarded a $100,000 grant from the Minnesota Department of Public Safety’s Office of Justice Programs (OJP) to enhance support services for youth at risk of involvement in the juvenile justice system. The grant, designated as contract #C0011744, runs from September 1, 2025, through August 31, 2026.

Grant Overview and Allocation

The funding stems from a 2024 legislative appropriation of $500,000 for Youth Support Services Grants. Under the legislation, 20% of this amount—approximately $100,000—was allocated to Anoka County. Counties receiving the grant are required to distribute most of the funds through subgrants to community organizations that provide interventions for youth who have had encounters with law enforcement or are suspected of committing juvenile petty offenses or delinquent acts. Counties may retain up to 5% of the grant for administrative costs.Partnership with YMCA’s Exert Program

Anoka County plans to partner with the YMCA of the North to implement the Exert Program, a trauma-informed, culturally responsive initiative for at-risk youth. The program provides life coaching, goal and service planning, family engagement, restorative practices, life skills development, pro-social opportunities, and weekly coaching sessions.

The YMCA will receive a subgrant totaling $95,000 to administer the program, while Anoka County will retain $5,000 for administrative costs.

Statewide Impact and Ongoing Commitment

This grant is part of Minnesota’s broader effort to fund Youth Intervention Programs statewide, supporting youth and families facing personal, familial, educational, legal, or behavioral challenges. The Office of Justice Programs currently supports 98 youth-serving programs across the state, emphasizing early intervention and prevention of juvenile justice involvement.

Looking Ahead

Through the Exert Program, Anoka County aims to provide comprehensive, community-based support for at-risk youth, creating pathways for positive development and diversion from the justice system. By leveraging partnerships with organizations like the YMCA, the county seeks to establish a sustainable framework for youth services, promoting safer and more resilient communities.
