Karl Dungs USA is seeking city approval to use a Pheasant Ridge Drive property for offices, manufacturing and warehousing. Blaine residents may comment before or during an August 17 City Council hearing.
BLAINE, MN (August 13, 2026) The Blaine City Council will hold a public hearing Monday on a request from Karl Dungs USA to operate office, manufacturing and warehouse functions at a property in the city’s Planned Business District.
The conditional-use permit application covers property at 3785 Pheasant Ridge Drive NE. The proposal is identified by the city as Case 26-0042.
The hearing is scheduled for 7 p.m. Monday, August 17, in the Blaine City Hall Council Chambers, 10801 Town Square Drive NE.
The property is within the Planned Business District zoning classification. A conditional-use permit would allow the city to review whether the proposed combination of office, manufacturing and warehouse activity complies with zoning standards and is compatible with surrounding properties.
The public hearing will allow residents and other interested parties to provide comments before the council decides whether to approve the application, deny it or impose conditions.
People may submit written comments by email to Planning@BlaineMN.gov or by mail to the Blaine Planning Department, 10801 Town Square Drive NE, Blaine, MN 55449. Comments must arrive by noon Monday to be distributed to council members.
The city will not accept unsigned or anonymous written comments.
Residents may also attend the meeting and address the council during the hearing. The meeting will be carried on Comcast Channel 799 and streamed through the city’s online video service. A recording is expected to remain available afterward.
People who need an interpreter or other auxiliary assistance were asked to contact the city by Thursday, August 13.
Publication of the hearing notice does not mean the permit has been approved. The City Council will make the final decision after reviewing the application, staff analysis and public testimony.
