The Anoka County Board has approved a contract for the reconstruction of County Road J in Lino Lakes, a major infrastructure project designed to improve safety, reduce congestion, and enhance access in a fast-growing corridor.
As part of a joint powers agreement (JPA) with the City of Lino Lakes, the Board approved work on County Road J (County Highway 32) between Centerville Road (County Highway 21) and Otter Lake Road (County Highway 84). The project also includes upgrades to the I-35E/County Road J interchange, with Ramsey County serving as the lead agency in partnership with Anoka County, MnDOT, and neighboring municipalities.
Work began in August 2025 and is scheduled to continue through the 2026 construction season. The project aims to resolve longstanding traffic, safety, and accessibility challenges in the area.
The project is funded through a combination of local, state, and federal sources, including the Federal Highway Administration’s Surface Transportation Block Grant Program, the Metropolitan Council’s regional solicitation funds, Anoka County’s transportation tax revenues, and various state aid programs.
The County Road J reconstruction is expected to deliver long-term safety and mobility benefits for thousands of daily commuters while supporting future growth and development in the region.
