MINNEAPOLIMEDIA NEWS | Minnesota Releases Victim-Centered Guide for Sexual-Assault Investigations
SAINT PAUL, MN (September 26, 2026). The Minnesota Bureau of Criminal Apprehension has introduced a statewide guide intended to improve how law-enforcement agencies investigate sexual assault and interact with victim-survivors.
The 81-page Minnesota Guide to Sexual Assault Investigations provides direction on trauma, interviewing, evidence collection, investigative planning and communication with victims.
The document was developed after previous reviews identified significant inconsistencies and shortcomings in how sexual-assault cases were investigated across Minnesota.
The guide emphasizes that trauma can affect memory, behavior and the manner in which a person recounts an assault. Understanding those effects may help investigators avoid misinterpreting a victim’s reactions while continuing to conduct a thorough, evidence-based investigation.
The recommendations are not a statutory mandate. However, the BCA has incorporated them into law-enforcement training in an effort to establish more consistent practices across large police departments, county sheriff’s offices and smaller agencies with fewer specialized investigators.
Participating organizations included the Saint Paul Police Department, Ramsey County Attorney’s Office, Hennepin County Attorney’s Office, forensic medical teams, children’s advocacy centers, the Sexual Violence Center and the Minnesota Sex Crimes Investigators Association.
Federal funding from a Sexual Assault Kit Initiative grant supported the project.
Officials cautioned that a guide cannot by itself solve investigative delays, staffing shortages or gaps in victim services. Its effectiveness will depend on agency leadership, training, supervision and adequate resources.
