Resolution 26-1765 requests a 60-day period of assistance before encampment closures, except when an immediate threat to life or safety requires action. The legislative record reviewed for this article lists the proposal as “Agenda Ready,” with no final action recorded.
Sponsors are Council President Rebecca Noecker and council members Anika Bowie, Molly Coleman, Cheniqua Johnson, Saura Jost and HwaJeong Kim.
The first phase would use a navigation tent where people are living to coordinate services and housing placement work. A temporary shelter would operate for six months, followed by development of a permanent facility based on an indoor village model or a similar supportive option.
The temporary shelter concept includes 24-hour access, semi-private sleeping arrangements, storage and options for people with pets or partners. Suitable space, an operating provider, agreements and required building approvals would still have to be secured.
The resolution also requests documentation when an immediate safety threat leads to a closure, including why less disruptive measures were insufficient and what assistance was provided to affected residents.
The proposal addresses a problem Saint Paul has already encountered: closing an encampment does not necessarily move its residents into stable housing.
MinneapoliMedia reported in September that people displaced from Pig’s Eye Park appeared to have relocated to another encampment. Police calls and concerns about emergency access increased at the subsequent location, raising questions about the effectiveness of the city’s transition strategy.
That earlier experience provides context for the proposed emphasis on sustained contact, individual placement work and indoor options that residents can realistically use.
The pending resolution does not open a shelter or establish that sufficient operating money is available. It calls for cooperation among the city, Ramsey County, service providers and other potential funders.
Its practical test would be whether those partners can identify suitable facilities, finance operations and maintain contact with people long enough to secure placements before another closure scatters the population they are trying to serve.
