Name Released In Fatal Coon Rapids Police Shooting

COON RAPIDS, Minn. (MinneapoliMedia) – May 31, 2025 – Authorities have formally identified the man who died after being shot by Coon Rapids police during a domestic disturbance call earlier this month. The Minnesota Bureau of Criminal Apprehension (BCA) announced that Robert Edward Davis, 65, of Coon Rapids, was the individual involved in the incident on Wednesday, May 21, 2025.

According to the Midwest Medical Examiner's Office, Davis died from a gunshot wound.

The BCA is leading the investigation into the officer-involved shooting, which occurred at a residence on the 300 block of 111th Avenue Northwest. Coon Rapids police were initially dispatched to the location shortly after 12 p.m. following a report from an adult female caller. She stated that a man, later identified as Davis, was armed with a knife, had cut her, and was still inside the home.

The BCA's preliminary investigation indicates that upon arrival, officers made verbal contact with Davis. The female caller and another adult male present at the residence were able to leave the home. Officers reportedly spent up to an hour negotiating with Davis, instructing him to drop the knife and surrender, and informing him he was under arrest.

The situation escalated, leading to the use of force. According to the BCA, the following Coon Rapids police officers were involved:

  • Officer Steve Minion, with nine years of law enforcement experience, fired a 40mm less-lethal launcher.
  • Officer Michael Blair, with 24 years of experience, also fired a 40mm less-lethal launcher after Davis reportedly moved further into the home.
  • Officer Timothy Morin, with seven years of experience, fired his department-issued handgun, striking Davis, after Davis allegedly moved towards him.
  • Officer Emily Giese, with 13 years of experience, deployed her Taser as Davis was being taken into custody.

Despite life-saving measures administered by officers at the scene and subsequent transport to a local hospital, Davis was pronounced dead. The female victim was treated for a reported hand injury and released. The BCA recovered a folding utility knife at the scene.

All involved officers were wearing body cameras, and the footage is currently under review as part of the BCA’s active investigation. The Coon Rapids Police Department initiated the request for the BCA to handle the investigation. Once completed, the BCA will forward its findings to the Anoka County Attorney’s Office for review.

Family members of Mr. Davis have reportedly stated he had been dealing with significant health issues.
