Actions included the sale of general obligation bonds and the acceptance of a substantial grant for crucial new equipment.
Bond Sale Secures Favorable Terms for Capital Projects
The Council formally awarded the sale of $6,215,000 in General Obligation (G.O.) Bonds, Series 2025A. These bonds serve as a vital tool for municipal financing, enabling the city to fund essential capital improvement projects, including ongoing street construction and critical utility upgrades.
A notable achievement in the bond sale was securing a favorable interest rate of 3.41% from TD Securities. This competitive rate is projected to positively impact the city's borrowing costs. As a direct result, the successful bond sale is anticipated to reduce the city's annual property tax levy requirement by $20,000, adjusting it from an expected $385,000 down to $365,000. This reduction represents a tangible financial benefit for both the city and its taxpayers.
The initial bond offering, set at $6,850,000, was adjusted to the final $6,215,000 due to an offering premium and prepayments by property owners. While the bond sale received unanimous approval, some council members reportedly voiced concerns regarding the city's continuous reliance on borrowing, particularly for street infrastructure. They advocated for a more proactive approach to minimize future debt. Nevertheless, the immediate financial advantages offered by the favorable interest rate were acknowledged as a significant positive.
MPCA Grant Boosts In-House Sewer System Management
In a move set to enhance the city's infrastructure maintenance capabilities, the Council adopted resolutions to accept a $225,000 grant from the Minnesota Pollution Control Agency (MPCA). This grant is specifically allocated for the acquisition of a CCTV (Closed-Circuit Television) inspection truck.
The introduction of the new CCTV truck will empower the city to bring sewer maintenance inspections in-house, a function previously outsourced at considerable expense. This shift is expected to yield a rapid return on investment by significantly reducing ongoing operational costs.
The advanced equipment will facilitate both routine and emergency inspections of Coon Rapids' extensive sewer and stormwater systems. This proactive strategy aims to identify and address potential issues before they escalate into more severe, costly, or environmentally damaging problems, underscoring the city's commitment to robust infrastructure management and environmental stewardship.
