Coon Rapids Launches Major 2025 Street Reconstruction Program
COON RAPIDS, MN — The City of Coon Rapids is set to undertake an ambitious street reconstruction initiative for 2025, targeting approximately 3.9 miles of residential roadways across three distinct neighborhoods. The plan, reviewed by the City Council in September 2024, now moves firmly into the construction phase as crews begin work this season
📍 Project Scope & Locations
Project 25‑1: Complete Reconstruction
This phase focuses on full street rebuilds in the Oaks of Shenandoah North, Thousand Oaks, and Thrush Park subdivisions:
Oaks of Shenandoah North: Improvements along 132nd Avenue (Coon Creek Blvd to Thrush St), Uplander St, Thrush St, Raven St, Quinn St, and 131st Lane
Thrush Park: Includes reconstruction of Quinn, Swallow, Thrush, 121st & 123rd Circles, 124th Lane, Uplander, Raven, 122nd Avenue & Lane, Osage, Partridge, Shenandoah Boulevard access, and Martin Street
A mailed letter dated April 25, 2025 notified local property owners of the coming work.
Project 25‑2: Mill & Overlay / Reclamation
A separate resurfacing project includes a 2-inch mill-and-overlay on:
Xeon Boulevard (Northdale Blvd to Xeon Street)
Avocet Circle, Zilla Street, Yellow Pine Street, Flintwood Street, 126th Avenue & Lane, 125th Lane, Alder Street—all free of special assessments for benefitting residents.

Financial & Assessment Details
The bulk of Project 25‑1 expenses are covered by the City, with a portion proposed to be assessed to benefiting properties. These are subject to public and assessment hearings held on Feb 18, 2025. In contrast, Project 25‑2 requires no assessments, with costs fully funded by the City.
