St. Paul, MN – September 28, 2025 – The St. Paul Housing & Redevelopment Authority (HRA) recently convened to approve a series of financial and development initiatives aimed at strengthening housing and economic growth across the city. Among the key actions taken were the authorization of a 2026 maximum property tax levy, amendments to the 2025 Housing Trust Fund Project budgets, and advancement of major local development projects.
A central focus of the meeting was the unanimous approval of the 2026 maximum property tax levy, designed to address both current and future housing and economic development needs throughout St. Paul. The approved levy will be revisited at a forthcoming council meeting to finalize allocations and ensure alignment with broader city priorities.
In addition, the HRA approved amendments to the 2025 Housing Trust Fund Project budgets, aligning financial allocations with the previously adopted budget while excluding contingencies. Authority representatives highlighted that these adjustments would be reviewed during the 2026 budget cycle to ensure that resources continue to meet the evolving needs of the community.
The HRA also authorized the sale and conveyance of property to Dayton’s Bluff Neighborhood Housing Services for the Village on Rivoli Project. This approval marks a key step in revitalizing District 5, with plans to develop eight new single-family homes as part of the broader Railroad Island Housing Initiative, which aims to construct and sell 100 homes in the area.
Additionally, the meeting featured a public hearing on the issuance and sale of charter school lease revenue refunding bonds for the Metro Deaf School Project, located at 1125 Energy Park Drive. School representatives expressed gratitude for the collaboration with St. Paul and Ramsey County, emphasizing the project’s critical significance for their students. The resolution was adopted without opposition.
