ST. PAUL, Minn. — Minnesota State Representative Cedrick Frazier (DFL–New Hope) has been appointed the new DFL Co-Chair of the House Ways and Means Committee, a key legislative body with general oversight of the state’s operating budget. The appointment was announced Tuesday by House DFL Leader Zack Stephenson (DFL–Coon Rapids).
Frazier’s appointment is historic: he becomes the first Black legislator to co-chair the Ways and Means Committee, placing him at the center of Minnesota’s fiscal decision-making. The committee reviews and approves all finance bills before they reach the House floor, giving it a central role in shaping the state’s budget and spending priorities.
“Rep. Frazier is an outstanding leader who is well respected throughout the Legislature. I am honored to appoint him as co-chair of the Ways and Means Committee,” said Leader Stephenson.
Focus on Equity and Fiscal Responsibility
Rep. Frazier, a third-term legislator representing District 43A, which includes New Hope and Crystal, previously served as co-chair of the House People of Color and Indigenous (POCI) Caucus. Reflecting on this experience, he emphasized the importance of inclusive and equitable policymaking in his new role:
“Our shared experience leading the House POCI Caucus proved we can deliver transformative legislation for historically marginalized communities. Now, we bring that same dedication to the Ways and Means Committee.”
Frazier will be joined in committee leadership by Rep. Esther Agbaje (DFL–Minneapolis), who will serve as DFL Vice Chair. The co-chair position became available in September after Leader Stephenson, who previously held the role, was elected as the House DFL Caucus Leader.
In addition to his new leadership responsibilities, Frazier is an attorney and serves on several other committees, including as co-vice chair of the Judiciary Finance and Civil Law Committee. Throughout his legislative career, he has been a prominent advocate for police reform, public safety legislation, and equity-driven policymaking.
