The funds will help cover costs associated with attending the Minnesota Law Enforcement Explorers Association State Conference, an annual event held in Rochester that brings together youth participants from law enforcement explorer and cadet programs across Minnesota.
The conference includes scenario-based competitions and training exercises designed to reflect real-world law enforcement situations, including traffic stops, crime scene investigation and crisis response. Participants also take part in seminars focused on leadership, teamwork and the legal framework of public safety, while engaging with peers and law enforcement professionals from across the state.

The Blaine Police Department’s cadet program serves individuals typically between the ages of 14 and 20 and provides structured exposure to careers in public safety. Participants train under the supervision of department personnel and take part in community service, hands-on exercises and professional development activities aligned with law enforcement standards.
The Minnesota Law Enforcement Explorers Association operates in partnership with local agencies and youth development initiatives such as Learning for Life, offering educational and volunteer opportunities for individuals interested in law enforcement careers. Its annual state conference is considered a key training and networking event for youth public safety programs in the region.
Department officials said the Cub Foods fundraiser reflects the cadets’ initiative and the role of community support in sustaining the program. Funds raised will directly support travel, lodging and participation costs tied to the conference.
