MINNEAPOLIMEDIA NEWS | Saint Paul Invites Residents Onto New Kellogg-3rd Street Bridge October 24 Ahead of Anticipated November Reopening
SAINT PAUL, MN (October 18, 2026). Saint Paul residents will have an opportunity to walk, bike or roll across the new Kellogg-3rd Street Bridge during an October 24 community celebration, as the city approaches the restoration of a major connection between downtown and the East Side.
The event runs from 11 a.m. to 1 p.m. Saturday, with a program and ribbon cutting at 11:15 a.m. near Mounds Boulevard on the bridge’s east end. Local organizations and businesses will participate on the bridge deck.
The celebration marks near completion of the replacement project. Regular access for vehicles, pedestrians and bicyclists is anticipated by November 15. Some railing installation, landscaping and cleanup are expected to continue into 2027.
Restoring a Connection Closed Since 2024
The old bridge closed July 29, 2024, for demolition and reconstruction. Its replacement reconnects a corridor spanning Interstate 94, other roads and a busy railroad junction.
The city had restricted the old structure years before replacement began. A 2014 structural analysis led officials to remove traffic from the outer portions of the bridge deck, reducing the space available for vehicle lanes and sidewalks.
The new bridge is 2,107 feet long and carries two vehicle lanes in each direction. On both sides, 12-foot shared trails provide space for pedestrians and bicyclists behind concrete traffic barriers.
Connections near Union Depot and Mounds Boulevard have also been reconstructed to improve accessibility and movement through the corridor.
State, Federal and Local Funding
Saint Paul secured $92.7 million for the project. That includes $52 million in state legislative bonding support from 2020 and another $28.5 million from 2023.
The remaining funding consists of a $7 million federal regional solicitation grant and $5.2 million in local Municipal State Aid funds.
Saint Paul Public Works managed the project, with SRF Consulting providing engineering and construction inspection services and Lunda serving as contractor.
The replacement also incorporates public art. Seitu Jones developed railing designs reflecting Saint Paul, while Dyani White Hawk’s pier designs reference the connection to Wakan Tipi below the bridge.
Mayor Kaohly Her credited city staff, construction crews, funding partners and community members for bringing the project to this stage.
Planning a Visit to the Celebration
The city directs attendees to neighborhood parking near Mounds Boulevard and Third Street East. Paid parking is also available at Union Depot and at meters near the bridge’s west end.
People parking near Union Depot will need to walk up the bridge to reach the program. The city’s project page includes a map identifying parking locations near the east end.
For residents planning everyday trips, the October 24 gathering should not be confused with the bridge’s full reopening. Posted construction closures remain applicable outside the announced event arrangements.
The city’s Kellogg-3rd Street Bridge project page provides construction updates, celebration details and information about the anticipated November reopening.
