City Urges Trail Users to Take “Happy Trails” Safety Pledge Amid Rise in E-Bike and Scooter Traffic

COON RAPIDS, MN — With trail use reaching record levels, Coon Rapids officials are urging residents to take the “Happy Trails” Safety Pledge—a new city initiative designed to promote awareness, courtesy, and safe behavior on the community’s 40 miles of shared-use trails.

The campaign comes as the growing popularity of e-bikes and electric scooters adds new layers of speed, diversity, and complexity to local trail traffic. City leaders say the pledge is a proactive way to keep the trail system welcoming and safe for all users—whether they walk, bike, skate, or scoot.

“Our trails are busier—and more diverse—than ever,” the city announced in its campaign launch. “Extra awareness and courtesy make the trails safer for everyone.”

Key “Trail Truths” for Shared-Use Etiquette

The “Happy Trails” campaign highlights a few fundamental rules of trail etiquette—known as the Trail Truths—that all users are encouraged to follow:

  • Stay to the Right: Pass on the left and always provide an audible warning, such as calling out or ringing a bell, before overtaking others.
  • Go a Safe Speed: Maintain speeds of 15 mph or less—a limit the city says is “BEST” for balancing safety, comfort, and accessibility across all trail users.
  • Share the Space: Keep eyes up, pay attention to surroundings, and ensure pets are leashed at all times.

These straightforward behaviors, city officials say, reduce near misses and promote a culture of mutual respect.

“Join the Happy Trails Crew”: Community Outreach and Rewards

Residents who sign the Happy Trails Pledge commit to practicing “courtesy in every step, safety in every ride.” Those who take the pledge are automatically entered into a prize drawing, with rewards serving as a lighthearted incentive to reinforce positive habits.

Participants are also invited to join what the campaign calls the “Happy Trails Crew”—a community of users who model proper etiquette and encourage others to do the same. “It’s the POLITE Thing to Do,” the city’s message reads, emphasizing that trail safety begins with small, consistent acts of consideration.

Backed by State Health Improvement Funding

The Happy Trails campaign is supported by Anoka County through Minnesota’s State Health Improvement Program (SHIP), a statewide initiative that funds local projects to improve health outcomes by promoting physical activity, healthy eating, and tobacco-free living.
(Anoka County SHIP Program)

In July 2025, the Anoka County Board approved participation in a new five-year SHIP grant, with first-year funding of approximately $660,160, enabling programs like Happy Trails that focus on making active living safe, accessible, and enjoyable for residents.

Encouraging Safety and Connection

City officials stress that as Coon Rapids’ trail system continues to attract new users, trail etiquette and safety are more critical than ever. The Happy Trails campaign aims not only to prevent accidents but also to foster a spirit of community connection and shared responsibility.

“Whether you’re on foot or wheels,” the city’s message concludes, “do your part to practice courtesy in every step, safety in every ride—and you might just be initiated into the Happy Trails Crew.”
