MINNEAPOLIMEDIA NEWS | Brooklyn Park Approves Study of Possible City-Operated Cannabis Store
BROOKLYN PARK, MN (August 20, 2026) Brooklyn Park officials will study whether the city should establish and operate a municipal cannabis store, potentially giving the city a direct role in Minnesota’s expanding recreational-cannabis market.
Acting as the Brooklyn Park Economic Development Authority, the City Council approved a market-feasibility study during its August 17 meeting.
The decision does not authorize the opening of a cannabis store. Instead, it allows the city to examine the financial, legal and operational questions associated with municipal cannabis retail.
The study is expected to consider the local market, projected operating costs, potential revenue, competition from privately operated retailers, regulatory requirements and possible locations.
Minnesota law allows local governments to operate municipal cannabis stores in a manner similar to municipal liquor operations. Participating cities must still comply with state licensing, product-safety, zoning and retail regulations.
A municipally operated store could give Brooklyn Park greater control over business practices and allow revenue to remain with the city. It would also expose the city to the financial and administrative risks involved in operating a retail business within a newly regulated market.
Brooklyn Park has not committed to opening a store, selected a location or announced an opening schedule. Those decisions would require additional evaluation and formal action by city officials.
The feasibility study will help city leaders determine whether projected demand and potential public revenue justify proceeding with a municipal operation.
Minnesota legalized recreational cannabis for adults 21 and older in 2023. The state has since developed licensing and regulatory systems for growers, manufacturers and retailers.
Residents should not interpret the study’s approval as final authorization for a city cannabis store. The City Council would need to consider the study’s findings before deciding whether to advance the proposal.
