MINNEAPOLIMEDIA NEWS | COON RAPIDS SETS $44.1 MILLION PRELIMINARY LEVY, ADVANCES STREET PROJECTS AND HONORS LIFESAVERS
COON RAPIDS, MN (September 19, 2026). The Coon Rapids City Council has established a preliminary property-tax levy of $44.14 million for 2027 while advancing plans for street and utility improvements across several residential neighborhoods.
The preliminary levy totals $44,136,278, an increase of 6.88% over the city’s adopted 2026 levy. Under Minnesota law, the council may reduce the amount before final certification in December, but it cannot increase it.
Anoka County will use the preliminary figure to prepare parcel-specific Truth in Taxation notices. Property owners are expected to receive those notices in mid-November, ahead of the city’s Truth in Taxation hearing scheduled for December 2.
The council also ordered the preparation of a feasibility report and engineering plans for approximately 3.2 miles of residential street reconstruction scheduled for 2027.
The proposed project covers portions of Magnolia, Norway, Olive, Woody, Ibis and Unity streets, along with sections of 94th Avenue, 94th Lane, 95th Avenue, 95th Lane, 96th Lane, 102nd Circle, 109th Avenue, 109th Lane, 110th Avenue and 111th Avenue.
Work could include full-depth street reconstruction, new asphalt, replacement of damaged curbs and driveway aprons, evaluation of possible sidewalk segments and replacement of aging cast-iron water mains. Sanitary and storm-sewer repairs will also be evaluated.
Property owners with direct access to affected streets could be assessed for a portion of the improvements. The city’s policy seeks to recover as much as 50% of eligible street-improvement costs through assessments, although the final percentage will depend on construction expenses and the number of affected properties.
An informational meeting for property owners is expected in early October. A second open house is planned for January 2027 after additional engineering and cost information becomes available.
City officials said more than 178 miles of Coon Rapids’ approximately 220-mile street system have been reconstructed since the program began in 1994. Streets included in the proposed 2027 project range from approximately 23 to 58 years old.
The council also approved a three-year agreement with Anoka-Hennepin School District 11 for school-resource and prevention-program officers. The agreement covers the 2026, 2027 and 2028 school years and includes annual cost increases of 7%.
Officers will serve Coon Rapids High School, Coon Rapids Middle School, Northdale Middle School, River Trail Learning Center and Compass Programs. Police may also provide prevention education in elementary schools when requested by the district. Coon Rapids has operated its school-resource program since 1974.
The meeting opened with Fire Department Lifesaver Awards recognizing Costco employees, residents and emergency responders involved in two medical emergencies.
During an April 28 cardiac-arrest emergency, bystanders and Costco employees performed CPR and used an automated external defibrillator before police officers and firefighters arrived. In a separate July 2 emergency involving a traumatic workplace injury, employees applied a tourniquet to control life-threatening bleeding while awaiting first responders.
The city credited the immediate actions of the employees, residents and emergency personnel with helping save both patients’ lives.
