Anoka Breaks Ground on Minnesota’s First City-Owned Cannabis Dispensary

ANOKA, MN — On May 22, 2025, the City of Anoka officially broke ground on what is poised to become Minnesota’s first municipally owned cannabis dispensary. The new facility, named the Anoka Cannabis Company, is under construction at 839 East River Road, adjacent to the city-owned Better Values Liquor store.

The 3,000-square-foot dispensary is expected to open by December 2025. City officials anticipate that the venture will generate between $1.5 million and $2 million in annual net revenue after two years of operation. These funds are earmarked for city parks, capital improvement projects, youth scholarships, and public safety enhancements. Anoka has a longstanding history in municipal liquor sales dating back to 1937. The city began offering low-dose THC beverages and edibles at its liquor store in July 2023, paving the way for this new venture into cannabis retail.

While awaiting final licensing from the Minnesota Office of Cannabis Management, Anoka proceeded with construction, confident in its eligibility for a license due to its early application. Kevin Morelli, the city's Manager of Cannabis and Liquor Operations, stated, "We have proceeded with building our dispensary due to the fact that cities that applied back in March (as we did) are guaranteed a license." 

State law mandates that municipalities must allow at least one privately owned cannabis retailer per 12,500 residents. Anoka plans to accommodate both public and private dispensaries, ensuring a balanced approach to cannabis retail in the city.
